Introduction
Florida’s Turnpike Enterprise (FTE), part of the Florida Department of Transportation (FDOT), is conducting a Project Development and Environment (PD&E) study for improvements to Florida’s Turnpike (SR 821) from US 1 (south of Palm Drive ) to Campbell Drive in Miami-Dade County.
The purpose of this PD&E study is to develop and evaluate project alternatives that would:
- improve operations and safety
- accommodate travel demands
- improve evacuation and emergency response times
The PD&E study is the second phase of the FDOT project development process. Each PD&E study requires the combined efforts of professional engineers, planners and scientists, to collect data, develop and evaluate alternatives, conduct studies, prepare reports and gather input from the general public, applicable agencies, and interested parties. The goal of the PD&E process is to develop the best solution which meets the transportation needs and offers the greatest benefit with the least impact.

Noise Studies are performed in the PD&E phase and the Design phase, and re-evaluated if there is a major change in design to the roadway.
Project Background
FTE identified the need to widen this portion of the Florida’s Turnpike (SR 821 ) to add capacity that will accommodate future traffic volumes of freight and passenger vehicles linked to the projected growth in population for the year 2045. Also, the Palm Drive and US 1 intersection experiences heavy traffic congestion which backs up onto Florida’s Turnpike interchange ramps and mainline. Without improvements, traffic congestion and collisions will increase. The project improvements will include:
- widening of Florida’s Turnpike to six lanes
- modifications to the existing US 1 interchange
- a potential new interchange at Lucy Street and SW 328th Street
The No-Build (No Action) alternative will also be analyzed and compared against the Build alternatives during the PD&E study.
The study segment is the southern-most three miles of the Florida’s Turnpike System that links the Florida Keys, Florida City and the City of Homestead to the greater Miami-Dade County region and northward through Florida. Several prior studies conducted by local and county officials identified the need for traffic improvements at this study location. Together, FTE is coordinating with FDOT District Six, Miami-Dade County and local public officials to develop acceptable transportation solutions.
Study Area
The project limits are from US 1, south of Palm Drive, to Campbell Drive, a distance of approximately 3 miles.
Environment
The project’s potential effect on social, cultural, natural, and physical resources will be identified, along with potential mitigation measures. A State Environmental Impact Report (SEIR) is the expected level of environmental documentation for this project.

FTE also recognizes that connected and automated vehicle (CAV) technologies hold unprecedented opportunities for enhancing mobility and increasing safety on our roadways.
